Elering will launch a measure for voluntary reduction of consumption of electricity which will be available for electricity consumers with a flexible consumption capacity of more than 10 kilowatts.

“Elering will implement the voluntary reduction of electricity consumption only when all market-based possibilities – an increase in production, flexible consumption, and reserves of system operators – have been exhausted, and production is still unable to meet the demand for electricity. Therefore, Elering is urging for all electricity consumers to agree on electricity consumption flexibility based on price with their electricity traders. The need to reduce consumption in general is unlikely, but it may still come about when several risks accumulate within the same period of time. We wish to be prepared for this before we start implementing rotating limits on electricity consumption via Elektrilevi,” explained Taavi Veskimägi, Chairman of the Management Board of Elering.

In order to join the system of voluntary reduction of consumption, consent must be given and a respective participation form must be filled in, available at the website of Elering at the address https://elering.ee/elektrisusteemi-toetusmeede. Elering is asking for consumers to register the reduction of consumption that can actually be activated and which does not already take place on the electricity market by means of already reduced consumption.

Elering will send a text message to the participants who have joined the measure as a preliminary notification when there are indications that a difficult situation is taking place in the electricity system. When the risk of shortage of electricity is growing high, Elering will ask the participants in the measure to reduce consumption with an advance notice of a few hours. Elering will continue to monitor the functioning of the electricity system and send a text message notification when the implementation of the measure can be ceased.

Participation in the voluntary consumption reduction does not bring about any monetary compensation. The monetary effect takes place by means of the consumer participating in the measure refusing to use their share of electricity.

Since this is a voluntary measure, the participant is not obligated to prove that they have reduced consumption according to the Elering’s request. Likewise, failing to comply with the request will not bring about any sanctions.

Elering’s measure for voluntary reduction of consumption will be active this winter, i.e. until April 2023.
