“Elering must ensure the operation of the energy system and the continuation of essential services even in challenging times, which requires stable infrastructure,” said Kalle Kilk, Chairman of the Management Board of Elering. “Mobile substations enhance Elering’s crisis preparedness and its ability to respond swiftly to emergency situations,” he added.
The substations are mounted on trailers and are intended for use during both planned maintenance operations that require outages and in the event of failures. This means that scheduled work can be planned in such a way that outage times are minimized, while maintaining the ability to respond to other emergency incidents.
The contract is valued at €9.1 million and will be financed through the transmission service tariff.
“In the current geopolitical environment, Elering has, in recent years, acquired stocks of critical equipment and emergency recovery systems to remain operational under difficult conditions,” Kilk explained. “At the same time, it is inevitable that investments in the reliability of the electricity grid are now up to three times more expensive than just a few years ago,” he added, commenting on the impact of such investments on the formation of the tariff.
As a result of a public procurement process, the mobile substation solution will be delivered over the course of three years by Hitachi Energy Estonia AS.
