Development plan of the electricity transmission system
Pursuant to Article 51 of Directive (EU) 2019/944 of the European Parliament and of the Council, the transmission system operator is obligated, pursuant to subsection 66 (8) of the Estonian Electricity Market Act, to submit a ten-year network development plan based on existing and forecasted demand and supply at least every two years.
Development plan 2026-2035
The Development Plan underwent a public consultation period from 9 July to 21 August 2026. Elering presented the Development Plan to market participants via a webinar on 9 July and at an in-person event at Elering’s headquarters on 21 September. A total of 17 proposals were received, which were grouped into four topics: interconnections, reactive power regulation, substation land-related issues, and the release of grid connection capacity.
The Development Plan for 2026-2035 confirms:

The Development Plan supports the implementation of Estonia’s national energy sector development strategy and takes into account the addition of 1,500 MW of generation capacity and growing electricity demand by 2030. | The joint Development Plan with Elektrilevi addresses increasing electricity consumption and delivers €54 million in savings while enabling 400 MVA of new connection capacity. | During the period 2026-2030, more than €200 million will be invested in strengthening the resilience of the transmission network. These efforts will be further supported by other grid investments. |
