The connection process
Elering builds the connection point and/or other necessary electrical installations (e.g. building a substation or overhead line or rebuild of the power grid) as specified in the new connection agreement.
Conducting the procurement and construction of the connection point
Elering organizes the execution of the design and construction activity specified in the connection agreement through procurements.
After entering into the connection agreement and paying the first instalment, Elering shall prepare the procurement documents and organize the procurement(s). Prior to the deadline for submitting tenders, the customer establishing the new connection can submit comments regarding the procurement documents.
Building the connection point takes 18 to 30 months after the customer has paid first installment of the connection fee. If there is a need for building new or reconstruct existing overhead power lines when building the grid connection, there must be considered additional time cost for carrying out the plans and signing land contract.
When the procurement results have been determined, the customer is asked for their approval of the best bidder and the winner of the procurement is announced. After the winner is announced, the new customer must pay the second instalment within 45 days of receiving the invoice.
Once the second instalment of the new-connection fee is received, Elering shall enter into a contract for design-build works.
During and upon completion of the construction of the connection point, Elering shall verify the conformity of the new electrical installation to the design documentation and the requirements.
Elering shall notify the customer once it has performed its end of the connection agreement, at which point the customer must pay the third instalment. The last instalment must be paid within 45 days of receiving the invoice.
Energization and entry into service of the grid connection
Energization and entry into service of the consumer’s or distribution grid company’s grid connection
The following conditions must be met before the consumer or distribution grid company’s new demand and/or generation grid connection can enter into service and be energized:
- The grid connection provided by Elering together with the point of consumption is ready to enter service;
- The customer’s electrical installation is ready to enter service;
- The customer has remitted all payments to Elering;
- The customer has submitted, in the necessary scope, design documentation for the electrical part of the electrical installation to Elering for approval at least 50 days before the desired energization date and has received approval at least seven days before the desired energization;
- The customer has submitted an application for energization and received an approval from Elering at least seven days before the desired energization date;
- The customer has submitted an energization plan at least 14 days before the desired energization date and received an approval from Elering at least seven days before the desired energization date;
- The customer has submitted to Elering data on its electrical installation in the scope required in the connection agreement at least seven days before the desired energization date;
- The customer has verified the functioning of control signals with Elering pursuant to the form in the information table at least seven days before the desired energization date;
- The customer has submitted to Elering an auditor’s opinion in accordance with the Equipment Safety Act at least seven days before the desired energization date;
- In regard to the power-generating module that occasioned a distribution grid company’s generation-oriented grid connection, all pre-synchronization conditions specified in Chapter 6 have been met;
- The customer has entered into a grid contract with Elering for use of the demand and/or generation capacity agreed in the connection agreement.
The following conditions must be met before entry into service of new consumption capacity of a new consumption and/or generation-oriented grid connection in a generating module or mixed installation, including energization of a grid connection in the consumption direction:
- The grid connection provided by Elering together with the point of consumption is ready to enter service;
- the customer’s electrical installation is ready to enter service;
- The customer has remitted to Elering all payments that were required by the date on which the energization notice was issued and complied as required with all obligations set forth in legal acts and in the agreement between the customer and Elering;
- The customer has submitted an energization plan at least 50 days before and received an approval from Elering at least seven days before the desired energization date;
- The customer has submitted an energization application and received an approval from Elering at least seven days before the desired energization date; Elering shall review the energization application within seven days of submission.;
- The customer has submitted an energization plan at least 14 days before the desired energization date and Elering has provided its approval at least seven days before the desired energization date; Elering shall review the energization application within seven days of submission;
- The customer has submitted to Elering data on its electrical installation in the scope required in the connection agreement at least seven days before the desired energization date;
- The customer has verified the functioning of control signals with Elering at least seven days before the desired energization date;
- The customer has submitted to Elering an auditor’s opinion in accordance with the Equipment Safety Act at least seven days before the desired energization date and, if the ground loop is connected directly to the Elering electrical installation, a touch voltage report as well;
- The customer has entered into a grid contract with Elering for use of the consumption-oriented use of the grid connection agreed in the connection agreement.
After conformity with the preliminary conditions for energization has been achieved, Elering shall issue an energization notice to the customer, which gives permission for the grid connection.
