Elering has developed load-frequency reserve (FCR, aFRR and mFRR) technical prequalification requirements in accordance to Baltic harmonised LFC prequalification requirements.

Prequalification requirements describe the technical requirements for each reserve type and testing principles to verify the LFC service quality. Technical prequalification is required to allow Reserve Units to participate in the European energy platforms MARI and PICASSO as well prequalification provides access to future Baltic FCR, aFRR and mFRR capacity markets. The requirements on data Exchange and service agreement for energy and capacity markets shall be developed for the implementation for given markets.

Data exchange examples for mFRR and aFRR energy bids shall be valid for the MARI and PICASSO platform integration and reserve capacity bid data exchange principles shall be valid for the Baltic common balancing capacity market integration.
