Before synchronization of the generating module, the producer must send to Elering for endorsement the design documentation on the electrical part of the generating module, which must receive endorsement from Elering seven days before the synchronization of the generating module.
The electrical design documentation shall include:
- single-line diagram up to the TSO’s connection point (also includes data on the producer’s cable and transformer);
- technical parameter data sheets issued by the manufacturer for each different type of generating unit in the generating module;
- the basic data on the generating module pursuant to clause 184.108.40.206 of Annex 1 of the connection conditions;
- design project for the communication solution prepared in accordance with the guidelines Requirements for exchange of data related to customer’s electrical installation, accompanied by a list of the measurement and remote control signals to be transmitted.
The measurement and remote control signals to be sent out to the TSO in real time must function and be tested from the energy system control centre before synchronization of the generating module, and after synchronization along with the new generating module operating in parallel with the system within three months of synchronization.
After conformity testing, the producer must submit to the TSO a verified PSS/E model, and in the case of generating modules over 10 MW, the PSCAD model as well, each prepared in accordance with the guidelines Requirements for preparation and modelling of the customer’s electrical design project.
