From the beginning of August Janek Parkman has been working for Elering as the project manager for developing the natural gas market with responsibility for doing the groundwork needed for a marketplace for gas to be established in Estonia.

From 1999 to 2009 Janek Parkman was the Chairman of the Board of AS Viru Keemia Grupp. In recent years he has worked as a consultant and adviser for various companies and has been a member of the supervisory board of Eesti Energia AS. Due to the new position at Elering, Parkman has tendered his resignation to Eesti Energia. Parkman graduated from Estonian Business School with a Bachelor’s degree in International Business Management and gained an MBA from the Stockholm School of Economics.

Last November the government charged Elering with developing a department in the company to specialise in gas. Elering, The Ministry of Economic Affairs and Communications and Pöyry Management Consulting (UK) Ltd are working together to draw up the liberalisation plan for the Estonian gas market by the end of October this year. The project will take in consultations with other ministries, state agencies and various market participants, including Eesti Gaas.

The aim of the gas market liberalisation programme currently being prepared is to present options and models for the development of the Estonian gas market in the light of possible movements in the global gas market, the unbundling of gas transmission from production and sales operations, and investment in the infrastructure needed for the gas industry. It will also analyse the effects of different tariff models.

Elering is the Estonian Transmission System Operator, whose main duty is to ensure high-quality supplies of electricity to consumers at all times. To achieve security of supply, Elering maintains and develops the national transmission grid and international connections. Elering controls the Estonian electricity system in real time, ensuring the operation of the transmission network, and the balance between production and consumption.
